I would recommend the following things to the government that can improve the spread of e-business –

Increase high speed internet connectivity across all locations. So that peoples can have internet connection anywhere, anytime, free of cost.
Improve and Increase the access of Internet Banking so that the peoples more rely on cashless transactions.
Decrease the tax/cost incurred in transaction to zero, so that users would not be hesitant to keep transactions online.
Allow free competitions in market so that single entity could not monopolise the market make undesirable profits.
Strengthen the institutions regarding the better monitoring of e-bussinees so that customer could not be cheated.
Last & most important thing is that, provide certain guidelines to e-bussiness owner that they should use certain minimum proportion of raw materials required for e-bussiness from local sources and should reserve certain proportion of employment for locals.
