Ethics states to behave good in the society means an individual has to follow the rules, norms and he has to work as a productive member of the society, he is not going to break the rules of the society for its benefits If the person fails to maintain the rules of the society he is going to be punished by the society for its actions eg charging smokers more for life insurance, or fining a person for not wearing a safety belt or motorcycle helmet these are morally and ethically accepted as these disincentives help in saving the life of the individual . Simply with the punishing person is made desensitized from these wrong actions and in future it can save his life. The person who punishes the individuals should not do it for himself he must do it for the sake of society, he should not take bribe.
The action is morally accepted if it is done for saving lives of the people as said by ethical theories so, any actions taken to promote the health and lives of people is accepts in any way.
