Who is responsible for poverty? Is it appropriate to infer that poverty would be caused because...

Who is responsible for poverty? Is it appropriate to infer that poverty would be caused because of somebody’s inability to fulfill basic necessities to lead decent life? If the word inability is attached to the connotation that puts the blame on the individual, we can pose such a question: How about the hurdles that keep individuals from fulfilling the basic needs. For instance, after graduating from college, many remain unemployed and yet forced to pay the apparent endless tuition debt (since it typically involves compounded interest). Would it be appropriate to regard them as lousy, who would not like to look for job opportunities? Some argue that some employers may prefer hidden preferential hiring practices that suit their interest (the hiring manager's interest). Thus, who should take the blame? Also, the concept of poverty line may have different meaning in different context. How would you define poverty line? To make it clearer, there would not be a standardized dollar value to determine poverty line. Thus, there are variations in different localities within each state. What is the poverty line in terms of monetary worth in your state?

There can be many factors that contribute to poverty which includes the inability of a person, lack of proper work opportunities, lack of proper government policies etc. In one way inability can be regarded as one of the prime reason for poverty but this isn't the only factor and when the it adds to the connotation, it can be highly influential.However as mentioned earlier, this is not only the sole reason on the whole.Yes, certain hurdles like the example mentioned of paying debts by the unemployed and it would be lousy for the ones who awould not like to look for job opportunities. Therefore,the scholarship schemes have to be increased in this regard. If there is a problem with the hiring managers, then definitely such people are to be blamed. Here, not a single reason is reponsible but all the factors are collectively responsible for poverty. Poverty line is nothing but the the estimated minimum level of income needed to secure the necessities of life on the whole. However there are variation in different places as the basic needs at all places cannot be acquired at the same prices.
