Answer) Within an organization establishing performance metrics would be a combined effort or responsibility of CEO,human resources heads and department heads and other department heads,department heads lay down what is expected of an employee of their team in terms of performance,what are the benchmarks and how the process has to be,CEO gives their input if they expect anything to be measured such as beyond given work whether employee came up with any initiative,human resource heads can suggest metrics related to personility such as team player and finally other department heads can tell their requirements.

When it comes to measurement of actual performance against objectives,department heads or immediate supervisor is the best judge because they have the best idea of how employee performed alongside any diffculty they faced or why they were not able to complete a task.
