The pre-award stage for the purchaser includes assisting in outlining the consumer requirements for commodities, and then developing a thorough acquisition proposal to fulfill those requirements in a timely way at a reasonable price. This comprises developing & implementing an overall strategy for the procurement, which is accomplished thru researching the market, developing contracting stratagems, formulating solicitations ,& asking for offers. The pre-award phase for the seller incorporates developing & implementing a strategy for attaining the award for a contract, comprising pre-sales deeds, responding to the procurement & market strategies. There are 2 domains within the pre-award stage- 1) Developing Solicitation—The purchaser job tasks & competencies for this domain yield the acquisition proposal & solicitation.2) Developing Offer—The seller job tasks & aptitudes for this domain yield the business development proposal & the offer.
