Are there stages at which the legislative process is more democratic than others? In your opinion, is the overall process democratic? Why or why not?
There are many people who take part in the making of Bill, it needs a majority to get passed from the leader of House and Senate which makes it more democratic than others. It could be less democratic if President and Senate prevent votes which would not come out the way he wants them to.
Yes, the legislative process is more democratic as in this process the bill first represented by the sponsors then it will be assigned to the committee to study and if the committee released the bill then it will be put on calendar for voting, debating and amending and if it will be passed by simple majority it will move to Senate. Now, in the Senate, that will be assigned to other committee and again voted, debated and amended if released. It will get passed again only with a simple majority. There will be a conference further to see if there is any dissimilarity between Houses and Senates versions. The bill will come back for the final approval to the House and Senate. The bill will get printed in the process known as enrolling. The president gets 10 days to approve or reject the enrolled bill.
It becomes more democratic when members of House and Senate let votes to be taken which is happening.
