Ordered dose of heparin = 500 units/ hr

Dose of heparin in hand = 25000 units/L

Let heparin infusion rate be X ml/ hr.

By ratio and proportion method :-

25000 units : 1000 ml :: 500units/ hr : X ml/hr

=> 25000 units/ 1000ml = (500units/hr)/ X ml/hr

=> X = (500 units/hr x 1000 ml) / 25000 units

=> X = 20 ml/hr

Hence, 20ml/hr should be set on infusion device.
