1) Health care organizations must comply with federal and state standards in thier treatment of patients and in facility operations. it is important because it promote the primary concern of healthcare in the first place.when ethical behaviour is the norm and there is a established set of principles to follow, the ethical dilemmas become less severe because these guidlines provide actions that should follow in first place.it also increase public support for medical profession.concept of organizational ethics also provide backbone for research also as it determines what kind of research should be conducted and not conducted.these principles also helps us to take quick decisions.

2) organizational ethics should be set up by the leaders of that organization and must comply with federal and state standards.according to my experience its an important component of an organization.it helps in coordination and helps in taking quick decisions as these are set of principles all should follow from the top hierarchy to bottom.most of the circumstances, my personal ethical values coincide with organizational ethics.

3) yes ,i believe a solid mission statement will always help to guide employees to act ethically as it is a commitment to follow mission and core values of that organization.of course my organization has a mission statement and i always adhere to it.everyone should know it while joining in an organization and should follow it.
