During troubling situations, an area of concern can be termed as issue versus a problem.

Area of concern is termed as environmentally sensitive areas. There are many examples of day to day activities of it like addiction of gambling, anger , anxiety.

An issue is a topic that needs to be considered, discussed or debated.

While a problem is a negative situation or matter that can cause harm or inconvenience, and thus has to be solved.

A issue is generally seem as softer version and solvable than a problem.

When any area of concern become threat to life and become a topic of discussion then it become both issue as well as problem.

For example, global warming, (an area of concern) it is issue vs problem.

Many people termed global warming as major issue for discussion and debates. Many conferences happen all over the world regarding it.

And it is termed as a problem too because global warming have a direct impact on health of flaura and fauna. Ice bergs are melting, temperature is increasing and many other problems are arising due to it.

So in this way, area of concern can be an issue vs problem.
