The advocacy group the National Safety Council (NSC) reports that cell phone use while driving leads to 1.6 million crashes each year and an astounding out of every 4 car accidents in the United States is caused by texting and driving. Hoping to show that their campaign to create awareness about the dangers of distracted driving is working and that less people are texting and driving, the advocacy group the National Safety Council (NSC) did a study of accidents that occurred in states in which they ran public service announcements and states that they did not. Using the data below, test the hypothesis, at a 95% Confidence Level, that the NSC public service announcements cause a decrease in the average number of crashes.
