Evaluation of ACA in Kenkutcy:

ACA was funded by the foundation for a healthy Kenkutcy. The mission is to address the unmet health care needs of Kenkutcy, by developing and influencing policy, improving access to care, reducing health risks and disparities and promoting health equity.

The evaluations are divided in 5 domains:

  1. Coverage
  2. Access
  3. Cost
  4. Quality
  5. Health outcomes

Health coverage:

  1. Since 2012, kenkutcy’s uninsurance rate has dropped by more than half. The uninsurance rate for kenkutcy’s Hispanic/ latino population is nearly quadruple the state’s overall insurance rate, the rate for young adults is almost double the overall rate and the rate for the low- income population is more than one and a half times the overall uninsurance race.
  2. Uninsurance declined Medicaid / CHIP and individual- market increased significantly.
  3. Uninsurance dropped among whites, African Americans
  4. Kentucky had the second largest decline in its uninsurance rate.
  5. Drop in employers offering coverage mainly in small firms.
  6. Nearly 1 in 4 kentuckians remained underinsured

Access:

  1. The indicators explained a nuanced portrait of health care access since implantation of the ACA in Kentucky
  2. Significantly more Kentuckians reported a usual care of ACA
  3. ACA’s – “donut hole” may have improved affordability of medications for older adults.
  4. Health care providers visit play a important role in last few decades.
  5. Using emergency department (1:4)
  6. Finding a doctor who covers insurance
  7. Unmet need for substance abuse treatment- young adults
  8. Poor oral health is also main issue

Cost:

  1. Trouble shooter in paying medical bills
  2. Delayed and forgone care delinked significantly
  3. Declining the hospital charity care and self- pay charges
  4. Premiums for employer – sponsored single coverage increased, family coverage statistically unchanged

Quality:

  1. Potentially preventable hospital admissions
  2. Death rate in low mortality admissions stable
  3. Racial disparities continued in low birth weight
  4. Unprotected sex among high school students remained statistically unchanged

Health outcomes

  1. Adult smoking declined
  2. Poor health

Recommendations:

  1. Improving health insurance coverage
  2. Premiums should be applicable to all
  3. More health care providers visit
  4. Regular monitoring of high risk patients
