Marketing has often been described as a framework for an organization to develop a strategy as opposed to a tool. Describe how this statement could be accurate. If you were to sit in a committee at a health center trying to develop a program around a critical issue for population health management, how might you as a consultant identify whether they were in fact using a marketing framework, or not? Marketing is a framework for evrey organization to develop strategy that target growth opportunities and create strong plane to address them.The marketing framework work is different for different business according to its unique needs. The marketing planning, customer value management, customer experience and new solutions go to market are the various marketing frameowrk options. The healthcare industry has also to adopt these marketing framework as the customer keep on changing. The healthcare industry is expected to identify the customer preferences and develop products which will meet their changing health needs and produce marketing program that connect the cunsumer insight to firm performance. The health care industry should also listen to the consumers to remain revelant as they have active role in decision making nowadays.

In order to ensure that if a marketing framework is used or not, we can check the use of insurance coverage offered to the consumers to reslove the issues related to population health management. The insurance companies places negotiation with the employers to secure populations. The use of new technology like development of electronic medical record and other equipments to meet the changing needs of the population also indicates that the marketing framework is being utilized.

The indicators for committee's process can be measure based on dimensions of efficiency, effectiveness and equity. The efficiency is measured by means of hospital stay, day surgery, refferals. The effectiveness can be measured the incidence of mortality, adimission to hospitals or unplanned readmission in health centers. The equity is assessed by quantifying the degree of ethnic and socio-economic variation for each hospital.
