Should the government be taking measures to strengthen the dollar, or should the dollar stay low?

Strengthening the Dollar: This would lead to a fall in exports and rise in imports. This is usually pursued when the industry is strong (i.e. exports are inelastic) and imports are not likely to rise (i.e. are elastic).
Further, at the domestic level, the condition of the economy should be strong, but facing inflationary pressures due to external situation, i.e. inflation caused by external factors. Strengthening the dollar will control inflation, but hurt the industry, hence the industry and exports should be resilient enough, before this can be undertaken. This will improve the external balance of the economy, if the economy faces the current surplus.
Keeping the Dollar Low: This would lead to a rise
in exports and fall in imports. This is usually pursued when the
industry is weak and need to be stimulated (i.e. exports are
elastic, and can be increased, by reducing their prices) and
imports are not likely to rise (i.e. are elastic). This will
improve the external balance of the economy, if the current account
deficits ect are faced by the economy.
