Evaluation period should start when the implementation of policy is implemented at each stage completely . Number of days after which evualuation start depend on the effectiveness of policy and how long does it itake time to implemented completely. Generallly, Evaluation processs start after 3 months from the impelemention of government policy.

Goverment policy must be evaluated because it measure the effectiveness of policy and figure out the weakness and strength of any programme. A concern evaluation will suggest ways to improve or expand operations, means strengths and weaknesses, and help other departments adapt similar strategies to satisfy their communities' needs. The general public , elected officials, and potential funding sources will want to ascertain evidence of success.

An impact evaluation measures the program's effects and therefore the extent to which its goals were attained. Although evaluation designs may produce useful information a few program's effectiveness, some may produce more useful information than others
