Policy design is carried out by the people responsible for running the system, who have the job on hand to make policies that can be implemented on the ground level to achieve the strategic objectives. However, both can not work in isolation. Effecitveness of a policy depends on its workability in real world situations and the results it yields and the strategic objectives it accomplishes. Therefore, the exchange of information between those who make policies and who run it on ground, is essential to ensure that the one party is aware of the others' concerns. This becomes even more important because both have different objectives. Policy makers often focus more on the cost effectiveness, alignment of the policy with the organisation's broad objectives and other constraints that affect entire organisation. The implementors are more concerned about the workability, result orientation and achievent of objectives. These two approaches need to be consistent for success of entire exercise, which means that the two aspects are inseperable.
