Looking around do you believe Code of Ethics even matters? We see individuals violating their own Code for small things. For example I am a thief. I still from University. When I teach on ground classes I have gone home with Dry Erase markers and have used them at home and not brought them back. During work time I check my personal emails. What about these actions?
Code of ethics does matter especially when we are in a professional group. These ethics helps us adhere to certain protocols or norms pertaining to the group. But the current problem is how many people actually adhere to these norms. Sadly, not many. Even the example of the individual working in an university suggests us that.
The world has transformed to a stage where individuals are required to perform their own tasks without constant intervention from their supervisors. So, the lack of supervision and leniency tends to make individuals deviate from their code of ethics although in ideal cases they aren't supposed to. These actions mentioned in the question are a result of lack of supervision and disengagement in work. Had the individual enjoyed his work, he wouldn't have gone through his personal emails. And had their prompt supervision and strict protocols, there wouldn't have any opportunity for the individual to take home the dry erasers. The lenient work environment just abets these activities per se.
Hope this helps. Do hit the thumbs up. Cheers!
