Kingston Ash Slide Case study. On December 22, 2008. When a dike failed at Tennessee Valley Authority's (TVA) Kingston Fossil Plant, millions of cubic yards of coal ash cascaded into the Emory and Clinch rivers and covered numerous acres of land. A slow-moving wave of toxic sludge polluted the river water. The spill prompted TVA and other utilities across the nation to re-evaluate how they store coal ash, a byproduct from burning coal to produce electricity. Congress held hearings in the aftermath. The U.S. Environmental Protection Agency proposed new rules regulating coal ash, including classifying it as a hazardous material. Unfortunately, 5 years later, coal ash remains largely unregulated. The EPA and Congress have not yet acted to strengthen oversight of the material. Industry groups and some lawmakers continue to oppose classifying coal ash as hazardous.
The questions are:
How do we think that the Environmental Protection Agency (EPA) should proceed with regulating coal ash?
Who are the major stakeholders that need to be involved in regulating coal ash?
Do new policies need to be written and implemented related to the management of coal ash?
If we believe new polices should be written, what policies do we propose and why? If we do not believe new policies should be written, why not?

1. A woman who has a history of chronic back pain and has been using opioids for over 10 years, has been admitted with a stroke. Unable to understand what is said to her (receptive aphasia) or reply (expressive aphasia), the woman can not tell the nurse if or when she is having pain. The patient can use her non-dominant hand. The doctor orders a PCA (patient-controlled-analgesic) pump. The family keeps pushing the button to dispense pain medication. Is this an ethical dilemma? Explain your answer.

You are approached by a 3rd year health sciences student who is trying to recruit you to participate in a study of student mental health. You are told that it involves an online survey, and covers topics like your current mental health, whether or not you access campus resources for mental health care, past experiences that may have been involved in the determination of your mental health experiences, and how your mental health relates to your academic outcomes during first year.
The 3rd year student is a research assistant on this project that is led by a new faculty member. He is being paid to recruit students, and he tells you that he gets $25 for each successful recruit.
He explains the survey protocol in detail to you. The protocol involves having you sign in to a web-based survey platform, provide a bit of information about yourself and your background, then answer questions about your mental health. You will fill out the survey and provide your student ID number which will be linked with your academic record over first year (provided by the University Registrar), and also your health care visits to Student Health Services over the year (provided by Student Health and Wellness Services).
Once the survey is completed you will receive a coupon for Tim Hortons, and also be eligible to enter a draw for a new iPad. The study data will be kept by the student on his laptop, as well as the faculty members’ server. Your name will be provided as part of the survey, but will never be used in any reporting.
In a one page response (maximum), please describe the types of questions you would ask the person recruiting you for study, in order to determine whether this research meets ethical standards.
