if pressure = 500 torr (1 atm / 760 torr) = 0.658 atm?

In this question we ask to find the boiling temperature of water at given pressure which is 0.658 atm using given data.After reading question we can analyze the situation which says that this problem is based on phase transition.Phase transition problem can be solved using clapeyro-clausius equation which is as below.  

where is latent heat of vaporization

since we can say that   so Boiling temperature will Increase as pressure increase and vice versa.

Our problem suggest that pressure is decreasing in 2nd case so boiling temperature also decrease.
