(Answer) Bureaucratic structures entail that there are departments to approach with specific issues, which might, in turn, approach the department above them that is responsible for the issue and so on. This structure was brought about with a view to organising matter categorically. However, this led to confusion, pointless paperwork, delay in problem-solving and other departments would get involved anyway.
On the other hand, a flat communication structure entails that everyone talks about everything. In other words, the person with the resources to solve the problem has the responsibility to solve the problem, regardless of what department they are from. There might be just one managerial head to ensure that there is equality, no bias and that things are running optimally.
Organised computer office apps like “Salesforce” ensure that all members of the office have access to a virtual discussion board. Other HR applications also function similarly. These are platforms where all individuals are equally entitled to share their views and be heard. This is a simple structure that enforces equality in communication. Also, this enables individuals to work with whatever they are able to do as opposed to whatever they are designated to do.
