In general, the communities (or parts of a city) where one finds the worst environmental problems - air pollution, for example - tend to be areas where the poor and people of color are living. Why?

Solutions

Expert Solution

  • Communities of colour and those with low education, high poverty and unemployment mostly live in areas where they face greater risks due to air pollution. They mostly live near factories and industries, where the air contains dangerous compounds like zinc, lead etc. which affect their health.
  • Racial disparities are seen in housing facilities, wherein minority groups are not given homes in good posh areas due to their colour or ethnicity and also because they do not have the required to money to afford houses in such areas. The dominance of white race still exists.
  • Most of the minorities, work as labourers in factories, are underpaid, who get small accomodations near that area, which is unhealthy for them.Due to lack of money, they have to live in such areas with poor air quality.
  • There is still overt discrimination and disparities which exist in housing facilities as well, which creats segregations between minorites and the superior white race, who are given more preference.Low socio-economic status, prejudiced attitudes towards them, makes them live in poor areas more than the whites. There is limited work opportunity given to them, mostly minorites work as small time labourers which effects their standard of living making them more prone to living in such unhealthy areas.

The city of Delhi has some of the very worst air pollution in the world. One key source of that air pollution are motor vehicles. The city is contemplating ways to reduce air pollution from motor vehicles. Suppose they know that the marginal benefits of abatement are equal to MB(a) = 154 -10a, which comes entirely from health benefits to the local population. There is no uncertainty about the benefits of abatement. But, the Delhi government is uncertain about costs....
