All people have the right to think freely and to have opinions and views based on conscientious or moral or other convictions. Individuals also have the right to demonstrate or manifest spiritual or other convictions through prayer, observance, study and instruction, subject to certain limitations. Legislation, policies and programs should respect the right to freedom of thought, conscience and religion or belief

Whistle-blowing is the act of disclosing corruption, waste, and misconduct, as it relates to fraud. Reporting any act of corruption is called whistle-blowing, regardless of whether it is revealed to people inside or outside the victim agency by a public or private worker. Everyone can report wrongdoing, but the level of protection that an employee receives can vary depending on whether they are public or private, to whom they report, the way they report, the type of wrongdoing they report, and the law they report.

The worker should also report the violation in good faith, demonstrate the result of the whistle-blowing is the retaliation, and identify the violated laws and the individuals involved in the violations. Employees can be forgiven for their injuries, but they can protect themselves by arguing that their acts are due to whistle-blowing. This is an affirmative defense that any employer can claim. Employers who use an affirmative defense will agree that they have taken the adverse personal action, but say that the action is due to circumstances outside of whistleblowing.

An internal whistleblower is a person revealing to someone outside the organization the unethical, immoral, illegal work of an organization. In comparison, somebody in the company is revealed to be incorrect by an internal whistleblower. Within, a whistleblower may bring claims to light by contacting a third party outside an accused agency such as the press, state, law enforcement, or those involved. Nonetheless, whistleblowers take the risk that those who are convicted or suspected of misconduct will face severe reprisal and retribution.
