External whistleblowing means when an organization's illegal or illegitimate acts are reported to someone outside of the organization,which might include the media,government,law enforcement etc.
When immoral acts of the organizations are reported to outside third parties,it becomes justified if it is done in the public interest and the citizens need to know about the fraud.
It would be justified only when the person reporting is not doing it for any personal gains and purposely trying to tarnish the image of the organization for their own personal vendettas.The evidence provided to the law enforcement needs to be strong enough which can convince them to make the right decision.
It would be justified only when the person reporting is morally responsible to bring to light honestly the misdeeds of the organizations.And before making any decision one discusses and puts forth their moral concerns with their trusted supervisore or colleague.As taking such a big step against the organization,could be detrimental to the person.
