There are theories which explain the senseless killing of people in society like strain theory,labeling theory and social learning theory. There are various factors which contribute to serial killing in the society like immigration, acculturation stress, misunderstanding between males and females in a relationship. There are chances of suicide and homicide in members of a family migrating from one place to another. There has been a history of mass murders. There are various fantasies present in a serial killer due to intake of drugs and alcohol and exposure to criminal activities and pornography. There is Sykes and Matza theory of neutralization of guilt and blame which explains the actions of criminal fantasies and crime in real life. Thinking and perception in a person to commit crime is a deviance form social order in the society. There are main points under this theory of neutralization like a serial killer kills and rapes prostitutes and claims that he has cleaned the society of improper indulgence in prostitution by women which is harming the society, revealing nature of women by wearing small clothes and attracting criminals in the society for indulgence in rape. They justify themselves by saying that serial mass killing of prostitutes after rape will prevent the indulgence of small female juvenile children for a prostitution job in the society. These include the sociological and psychological theories explaining the mentality of criminals in society. Strain theory was explained by Robert K Merton in 1938, which explains that society exerts tremendous pressure on individuals to achieve goals without having proper infrastructure to achieve such goals in society. Labeling theory of deviance is a type of primary and secondary deviance which explains the negative attitutude and emotions in a person to commit crime with deviance.Marijuana tax act of 1937 is implemented for the welfare of the society by the legislative council of USA.
