(Answer) (a) One of the best indicators of a troublesome populace is the crime rate. A researcher would have to compare the crime rate before and after a hit in the national income or monetary reserves. A simple correlation coefficient would help point out how many individuals have resorted to a life of crime and theft. In order to cross-tabulate this information; one could even measure the employment rate before and after poverty. One might find contrasting levels that are proportional to the unemployment and crime rate.
(b) One of the best ways to ensure that a populace is financially independent is to provide job opportunities. Being provisional of present and future job opportunities are the duty of any democratic government. In order to make sure that present jobs are secure, the government can provide training for skilled jobs at subsidised rates. This would ensure the protection of skilled labourers within a particular area. Secondly, future employment is only secure when job opportunities are guaranteed. This is only possible when education has been optimally provided to the citizens. This would mean that the government is equally responsible for providing scholastic opportunities to the future working population. A high employment rate would ensure a lower than normal poverty rate.
