1)A health system is a vast organization which consists of a lot of elements. Diverse fields are involved in health care organization. A health system has pharmaceutical department, professional doctors' panel, assistants and the staff, highly advanced equipment, stakeholders and "legal and ethical issues" department. While organising a health system, investors must be there. Beforehand, equipment, building, and necessary professionals must be procured and recruited. This requires capital which investors provide.
Pharmaceutical department must be very systematic, not because of the legal issues involved but due to the fact that any irresponsibility in this area can cause serious health issues to the patient. Nothing must be more than the patient's welfare. A reliable source for the medicines must be obtained. The flow of medicines must be regulated very carefully and concerned professionals must be recruited accordingly.
For handling the equipment involved, experience is required as these equipments are used to diagnose the patient. This requires a lot of technical skills and specialized training.
Professional doctors must be of the cadre that guidelines of the concerned government are met. The location of the hospital must be selected in such a way that it is accessible to everyone. Human resources must be managed effectively and concerned HR managers must be appointed.
2) Among health sector issues, the most surprising one is obvious irresponsibility in treating a patient. For example, in many issues occurred, a patient is found to be treated by a person who is not skilled enough, that is by a person who is not of sufficient cadre. This is very surprising considering the fact that the patient's health is at risk.
3) This particular issue must be addressed very quickly. This can decrease a lot of issues and patients can trust their doctors. This is unethical as well. It defeats the main purpose of the health care system itself.
