Whistleblowing ethic is a tricky issue. Whistle-blowing puts into conflict two moral values: fairness and loyalty. Doing what is fair or right (for example, promoting a talent-based employee alone) also clashes with showing loyalty (for example , promoting a long-standing but unskilled employee). Taken from a loyalty perspective to its peak, whistle-blowing may entail agonizing disputes when, for example, it entails breaching the confidence of colleagues who have committed misconduct or jeopardizing one's "team member" status by going against the prevailing winds in an organization that encourages unethical conduct.
From an ethical point of view, while loyalty is an ethical value, it should never be placed above one's ethical duty to act responsibly and be accountable for one's actions including reporting wrongdoing in the best interests of the organization and its stakeholders. Responsible people are blowing the whistle when they believe there will be more harm than good if the whistle-blower remains silent. A virtuous whistle-blower acts in an ethical way when she truly believes that there is a responsibility to protect the public interest. A person like that is willing to accept the consequences of his actions. That is to say, she accounts for her actions.
While most would agree with the value of reporting wrongdoing and approving good organizational governance, the acceptance and perception of outside contexts can color. There are elements of chicken-and-egg, as attitudes that are encouraged in the workplace extend to the street if businesses were to promote good corporate governance for all, whistle-blowing would not be regarded as negative or merely the preservation of business or community leaders.
