No definitely even if there would have not been God, still everything wouldn't have been permitted.

This assertion relates to the basic facets of extent of ethical behavior of human beings. Humans have the capability to distinguish between good and bad, right and wrong. There has been deepest possible endeavours by mankind to cultivate just, moral and ethical behavior among humans.

Even if the God would not have existed, there were some significant sources that would restrict people from unjust, unethical and immoral behavior. Religious aspects, philosophical writings, academic institutions, legal framework, the law and order of nations, customs, traditions, cultural heritage, patriotism, faith in eternal values like patience, tolerance, forbearance, compassion, honesty, transparency, love and urge to live this life would have controlled ill/ negative side and blossomed positive side of the human beings.
