You are a city manager, you are concerned about reports of poor interactions between police and minority communities in a neighboring city. From time to time, reports have been filed by minority citizens about police conduct in your city as well they have been generally minor matters, and have not lead to any unrest, media attention, disciplinary action or lawsuits. Still, you wish to to ensure that future conduct will reduce the possibility of poor or even conflictual interactions. What steps might you undertake?

Questions: Would training be helpful? What might this consist of? What other efforts should be undertaken as well to further the impact of the training? Should there be any follow up? How can you know whether the training was beneficial?

Yes , training will be quite helpful in making behavioral changes and achieving discipline among police individuals working for the society or local community.

This training should consist of contents related to communication and attitude related changes. There should be a behavioral module which might be offer hands on training to police personnel. Training related to ethical and value based actions must be imparted to these police officers as well as to their subordinates. Etiquette and non verbal communication will be taught so that a positive and confident police image can be built. A training related to leadership and legal framework must be given with a complete set of module.

This training will be made more advanced by involving community members or local people, legal organizations, attorneys, media reporters, Academic institutions and voluntary organizations. This will help in developing more advanced and practical learning to the individuals or police personnel.

A follow up system will be introduced during training days as well as a regular exercise. A police officer behavior will be rated while training and by the members of the community. A close monitoring will be done through GPS technology, audio recording tools, CCTV cameras and other hidden raters . This will offer insights on whether police is changing its attitude, behavior and services styles.

Training can be evaluated to know its positive influence on police officers, staff and other police personnel with the help of following steps,

1). Feedback from police individuals themselves to each other

2) A rating from community members

3) Independent rating agencies

4) Media reports about police actions and activities

5) Secret assessment of intelligence and other units.
