In my opinion I think that public policy is majorly the preferred outcome of authority rather than a result of complex negotiations between contesting groups because once a government is in position of power , it uses its authority to encourage the enactment and formulation of policies and bills which work them and benefits them most. They do take thr opinions, suggestions of opposing groups and consider them but eventually they encourage what they intend to do out of authority they possess whether contestants find it reliable or not. There is least transparency and no extended participation of contestants in providing a ruling regarding an idea. I am of the opinion that procedural justice is overlooked by policy makers and rather they focus on implementing what they find most scoring u der certain circumstances. Normally a consensus solution and mutual agreement regarding a public policy is very complex and even difficult to make.
Even if they involve complex negotiation, there are some exogenous factors which affect and influence the decision process such as spatial representatives who have more inclination towards the authoritative part of government. Therefore in one or the other, authority has the eventual and major role to play in formulation of any public policy. Moreover this is also because there has been increase in the security of the conflicts taking place between the contestants resulting in political conflicts surrounding the pros and cons of policy and distribution of associated burdens and benefits. To avoid these tedious conflicts and violent confrontations, public policy is majorly decided out of authority rather than preferred negotiations.
