What significant expectations would you give to all HR managers as needed competences to be equipped with if you are the consultant general to businesses in Ghana?

Following expectations regarding competencies I would give to all HR managers:

HR managers must be competent in Human Resources Knowledge.
They should be committed to Ongoing HR Learning.
They must have good Communication Skills so that they may deal properly with employees and underatns their problems in a better way.
They should hav Critical Thinking Skills.
HR managers must be out of box thinker.
Their approach must be ethical towards human resources.
They must have competencies to motivate employees.
They must work on ideas for employees job satisfaction.
HR managers must exhibit relationship-building skills and leadership qualities.
They must develop their core competencies to prevent ongoing higher attrition rate of employees.
