Measures that government of Ghana can put in place over medium term horizon to improve water security to prepare for a potential increase in disease outbreak or pendamic are given below:

Recycling Waste Water : System should be established by the Ghana government to promote recycling of waste water. It will decrease the water requirement of the population and decrease water pollution as well.
Recharging Ground Reserve of Water : System should be formed such that rain water should be allowed to go inside the ground to recharge ground level of water. Other water using system should also follow the same mechanism specially industries.
Promoting water efficiency in Agriculture : Technology should be used to efficiently utilize water in irrigation. It will also solve water scarcity issue.
Forcing industry not to pollute any water bodies : Special rule should be passed by the governement that industries are not authorised to throw their waste in any reservoir, it should be processed first and when its pollutant free then only it can be disposed in water bodies. It will help in iradicating many disease which happens due to this.
Establishment of Water Treatment plan all over the areas : Government should setup local water treatment plan in most of the area so that common people should drink healthy and hygenic water which will help in saving people from many water borne diseases like Cholera, diarrhea etc.
