Maxwell's prediction :

Maxwell recollected all the elctric and magnetic equations in the form of basic integrals and relation with charge.

In this process he got a difficulty in ampere's circuital law.

According to amperes law,

so when observing magnetic field in a current carrying wire, we have to take a ampere's loop,

So, current I is passing through this loop,

so in this case,

Magnetic field (equation 1)

But in case of plates between capacitor, the charge seems to be zero, which makes B = 0,

and again when we go behind that plates we get the same magnetic fieldfield as equation 1.

So, here comes the ​​​​​Predictions of Maxwell :

He introduced a concept of displacement current, in vaccum

and added to ampere's law.

As in case of Faraday's law changing electric field gives rise to magnetic field, he established a concept opposite to faraday saying, changing magnetic field also gives rise to electric field and ampere's law modified as,

where is the electric flux inside vaccum.

And made a relationship between speed of electromagnetic wave and electric and magnetic constants as,
