    ka   = [H^+][ClO^-]/[HClO]

   3*10^-8   = x*x/0.02-x

3*10^-8 *(0.02-x) = x^2

    x   = 2.45*10^-5

   [H^+]   = x = 2.45*10^-5 M

PH   = -log[H^+]

        = -log2.45*10^-5

       = 4.6108

2. PH = 8

    POH   = 14-PH

               = 14-8 = 6

    POH   = 1/2Pkb -1/2logc

   6        = 1/2Pkb-1/2log0.1

6          = 1/2Pkb -1/2*-1

6         = 1/2Pkb +0.5
