There are certain elements which can deviate the prepaid plan from achieving its goals. Those elements are called barriers. Before implementing the action plans the barriers has to be identified and removed. Identifying the barriers mean what are the certain things which can deviate the action plan from achieving its predetermined goals and objectives. When those are identified the elements are removed so that the action plan get it desired goals and objectives.

The barriers maybe historical reason of failure, lack of resources with the company, difference of opinion between the employees and staff any policy etc.

For an example if there are two employees or group of employees who comes from the different background or national background then there will be some difference of opinion amongst them. That is why it is very important for managers to make them agree on the same agreement otherwise it will be a barrier to the action plan. So the managers should have ability to identify it before implementation. And if the action plan is implemented before identifying the barriers then the action plans may get diverted from achieving its predetermined goals and objectives..

Another barrier maybe the poorly managed communication. For an example if you are planning to implement change process then manager has to communicate the employees prior to the implementing the action plan for change. This will make them prepare for the upcoming changes mentally and physically. So a poor communication is a barrier for a change process if you are implementing an action plan for changing something then you have to identify barriers otherwise the plan will not work.
