Since the implementation of the Local Government Code in 1991 (Philippines), various issues have surfaced. Discuss the state of some issues and problems in Local Government administration and explain the various strategies, approaches and interventions that could be adopted to solve these issues and problems. Elaborate your answer by including the concept of devolution and decentralization.

the Local Government Code in 1991 (Philippines)

the local govenment is the structured body which is constructed seperately to administred the rules & regulation in a specific or given region of the country.they have some points in favor & some in against this government.this local government works seperately from national government. these local government bodies are result of devolution where national government delegate their powers to other bodies at local or sub level which can make or legalise the rules & regulations to administer that local are.

1-the issues arised by the local Government administration-

1. financial issues- it is one of the issues in local government where this government is failed to meet the developement of the local areas cause of inadequacy of funds. national government decentralise its power to these local bodies but taking too much time to provide adequate funds for the developements.this also raise another issue of corruption.
2. issues in roles & responsibities- cause of having several sub national government bodies. there has been rising a issue fo defining the roles & responsibilties to members of the local government.
3. issue from national government interference- local government has been decentralised as seperate government bodies still nation governement interfere in thier decision making regarding fiscal policies & personnel related policies.
4. issues related to health organizations- there is no fix accountability in public health organisations to make decisions. the decisions of both national & local government overlaps the decisions of one another which means nobody wants to be accountable for their roles & responsibilities.

there are many more issues & problems but these would be enough .

2- explain the various strategies, approaches and interventions that could be adopted to solve these issues and problems.

financial problem can be solved by taking budgetory control & ask the national government to give extra fund for the develpoment of local regions.

each & every members should be given roles & responsibilities related to thier jobs in written manner so they can be used as basis in future if any situation arises.nobody should cross thier boundaries & disrespects other's boundaries.

as national government already decentralise its powers through devolution so, there interferece has become minimum.local government can legalize some rules & regulations regarding this issues.

the issues in health organization has become big but if local government take accountabilty of its local health organizations & national government takes accountability of national health organizations then problem can be solved. both are now different governments with its own rules & regulation so both should respect ecah other's decisions.

According to me,

decentralization is the activity of delegating the authority & powers to departments or staff to make decision making & administration easy.

devolution is the decentralization where national government delegates its some power to other local or sub level bodies to administer the area.
