  1. All ships bound for Cuba from any nation will be checked. They will be quarantined if carrying dangerous weapons of war.   Further, this rule can be applied to other forms of transportation if found carrying dangerous weapons. The US is not stopping the entry of essential items as was done by the Soviets in Berlin blockade in 1948.
  2. The military buildup in Cuba is being carefully monitored. The safety of the hemisphere is under threat. The US armed forces have been told to keep ready to take offensive action if required. The threat to the Cubans and the Soviet technicians at the site is also being recognized.
  3. Any nuclear weapon launch from Cuba against any nation in the western hemispheres will be considered as a Soviet war against the USA. This will evoke a full retaliatory response from the US armed forces.
  4. Our military base in Guantanamo has been reinforced. The families and dependents of the army have been evacuated. The additional armed forces have been put on standby for any offensive action required.
  5. The issues of hemisphere security will be discussed at organs of consultation in the night. The articles six and eight of the Rio treaty regarding hemispheres security are being evoked. The United nation's charter is clear regarding the need for security arrangement in view of the threats posed by the military presence in the hemisphere. The allies around the world are being put on high alert.
  6. At the meeting being held at night, the security council will be told to hold an emergency meeting to take action against the soviet. Their offensive behavior is a threat to world peace. As per United Nations charter, we will ask all offensive weapons and the threat of war be removed from Cuba region. This should be done under United Nations supervision.
  7. Lastly, the US government will request Chairman Khrushchev to maintain world peace and avoid pushing the world into the abyss of destruction. He should avoid his reckless, provocative behavior, which can result in a war. The government should avoid stationing arms in other nations The Soviet should withdraw its military buildup in the region. The Soviet and US can together work to achieve the world’s peace. The governments can sit together and find a way to build long-term solutions which generate peace and harmony in the world.
