Because, Degeneracy of the genetic code results because there are overabundance or more codons than encodable amino acids. here in the Codon bias same thing will happened , codon bias indicates that he overabundance in the number of codons allows many amino acids to be encoded by more than one codon. Because of such overabundance it is said that, the genetic code is degenerate.
Other options like Wobble base pairing is sometimes correct, because, degeneracy of the genetic code sometimes results also wobble base pairing , it indicates that ,One amino acid is coded for by multiple anticodons.but in wobble base pairing minimum requirement to fascinate all possible codons is 32 tRNAs.
Antiparallel alignment is a wrong answer because it suggest, two antiparallel biopolymers are runs parallel to each other but with opposite directionalized (alignments), like DNA strand. thus this is not involved in degeneracy of the genetic code.
