As has been seen in Homeland Security Communications and Technology Issues, the inability of differing emergency responders from various jurisdictions to communicate with each other has been a major problem. Even though the situation has improved over the last decade, problems still exist.

  1. What do you think are the primary obstacles to completely solving this issue?
  2. What do you think can be done to ensure that the differing responding agencies can at least communicate on a basic level during an emergency?

The Primary obstacles which exist making the communication not effective done between agencies are:

1. Problem of integration: Tha main obstacle which arrives at the communication level is the integration. Communication cannot be performed at all levels when the organisation or the agency is not able to have integrated services and connection between the two. Integration means rhe department and the functions of the organisation

2. Problem of effective communication tools: The another obstacle that could ne arrived having communication in different organisation would be the problem of effective tools. Many a times in the time of emergency, the tools are not available. Thus, these tools availability or not also creates a problem with the communication.

The acts or solutions to overcome the obstacles mentioned above are:

1. Alerts and warning system: The basic level security and the communication level which would enable to perform effective service would be by installing integrated alerts and warning systems between the companies to make sure the people are being aware about what kind of situation is arrived and thus could take the action.

2. Available assistance: The available assistance should be rendered and provided to everyone in the times of emergency situation making them act in such a manner where the right tools would help them deliver and recieve the message and perform all the precautionary and safety actions.
