Note: Negative charge on more electronegative atom is more stable. Electronegativity order of atom= O>N>C
So negative charge on Oxygen atom is most stable. So, structure 1 is the most table structure.
As positive charge on more electronegative atom is less stable and in structure 3, there is a positive charge on oxygen atom. So, it will be the least stable structure.
