There are many issues that affect developing nations. A global cyber framework can't fit all the nations. This is because there are differences between legislation, regulation, cybercriminal law, and organizational standards, when it comes to cybersecurity.

It is better to have harmonized regulations to cybersecurity. There is also a need for a technical pillar that will cover any institutional standards and deal with threats of cybersecurity. A well-defined support, services, and constituency can help respond to these threats of cybersecurity in a better way.

It is also affected by organization pillars and policies. In some nations the need to promote awareness of cybersecurity is more than in others. There is a need for training, education, and campaigns.

The countries have to help in efforts of capacity building.

If all nations can't utilize the same framework, they should try to enhance the security of the overall network. However, some nations are more interested in the economic efforts and jump-starting them.

In some nations there is a lack of expertise in technical fields. In such cases, the private sector should be motivated to make proper investment in diverse networks.
