Why do you feel that major issues take place at the functional level as opposed to the other two?

Functional Level is the basic level bottommost first level in the organizational hierarchy. While the top Corporate level sets strategy for entire organisation and leads the company in a desired direction, the Business Level is the one which helps in breakdown of the overall corporate strategy into divisional strategies.

But all these strategies are implemented on ground and are in straight connection at the functional level. It is more connected with the executionary part while the business level is a connector level between corporate and functional level.

As business has various stakeholders and has to work in a complex environment, so there are various challenged when we implement plans and strategies on ground. These variations are to be handled at the functional level. There might even be changes which were unforeseen and need a more quick response. The functional managers thus need to be very dynamic. So, due to the nature of work involved and association with the shop floor, major issues take place at functional level.
