Managing Integrated Health Systems "The American Reinvestment & Recovery Act (ARRA) was enacted on February 17, 2009. ARRA includes many measures to modernize our nation's infrastructure, one of which is the "Health Information Technology for Economic and Clinical Health (HITECH) Act". The HITECH Act supports the concept of the meaningful use of electronic health records (CDC, 2018)." Provides a short overview of the HITECH ACT and provide a definition of meaningful use. List the stages of Meaningful Use. Be sure and provide the measures for each stage and any penalty that will occur if the facility or physician does not meet the standards. Designate the deadline for each standard.

HITECH act is apart of ARRA and broadens the scope of privacy and security shields ie protections avaliable under HIPAA IE Health Insurance Portability and Accontability Act.ie if you dont comply or abide with it it increases the prospects of legal liability and tries to provide for solid enforcement.

There wil be compulsory penalties for willful neglection.ie it poses enormous risk due to non compliance or violation.These penalties will be civil in nature with amounts ranging from 250,000$ to1.5 million $

The HITECH act also provides for data breach ie unauthorised use and disclosure of unsecured ie unencrypted protected health information ie PHI ie if there is failure in declaring within 60 days of enactment that what unsecured PHI is then penalty will be imposed so patient should be notified of data breach that is whether it has happned externally or internally.

The HITECH Act has made provision for a provider who has deployed EHR ie Electronic Health Records system ie patients have the right to obtain their PHI in electronic format .otherwise it has no meaningful use.if provider is not able to deliver such electronic requests by patients then the incentive payments will not be applicable to them , The provider can charge a fee equal to labour cost .

The HITECH Act is directly applicable to business associates that is they have to comply with Business Associate Agreement ie contracts ie mre vendor provider dialog in order to strengthen privacy security because of incremental expansion in exchange of electronic protected health information .They have to notify and report security breach otherwise they are entitled to penalty civil and criminal.

Meaningful use refers to using EHR technology ie a set of standards and policy protocols and regulations ie how physicians clinic hospitals will use it to attain improved quality efficiency safety of care,good coordinaton between providers,privacy and securing of patient health information and involvemnt of patients in their own health

Stages of Meaningful use

Stage one concentrates on EHR data and sharing ie storing health information electroniaclly in standardised format easly accessiblr to patients and providers , alos emphasies on clinical quality conditions ie using data to report and evaluate public health nformation and to better the maner that patients engage themselves in their healthcare

Stage two focuses on using the EHR sofware for exchanging health information electronically among providers.giving importance to eprescribing and lab results .and sharing of patient care summaries and if incentive want to be recieved then make patients active in their own health care.

Stage three is to protect the protected health information in the form of safegauards ie physical technical administrative to generate and transfer precription electronically

computeerised providerr oredr entry for hospitals laboratories

to provide patients with timely health information and educate them

to make them engage involve and immerse in their own care

to work with clinical data registry and public health agency to submit public health care data.

The penalty was 3% n 2017 if not attested to in 2015

the penalty will be 4/%n 2018 uf providers do not attest in 2016
