Since the Department of education became a cabinet level agency in 1979, federal system opposed it.10th amendment of states says that schools and colleges were given in the hands of individuals rather than national level government. Privatisation of schools were done with corresponding to the time when there was flow of providing free education to people in society mainly to poor ones as rich are able to afford the cost of studies. This leads to compulsory level of education in society which in turn increased control of schools by individuals and cities.

In 1965 president signed ESEA (Elementary and Secondary Education law) which doubled the expenditure to education in USA and expands the level of it to everyone no matter how rich you are and attempted to increase their verbal and mathematics. ESEA is still the law of the United States today. However, the law has required periodic changes. Np child left behind called for 100 percent proficiency in math and reading scores nationwide by 2014, and expanded the role of standardized testing to measure student achievement. Under Barack Obama, race to the Top was established, requiring states to compete for federal grants through a point system, which rewarded certain educational policies and achievements. This resulted in nationwide changes in the way teachers are evaluated, and placed even more emphasis on test results.
