We suspect vaccine one significantly better than vaccine 2 then proportion of people stay healthy after getting vaccine 1 is more than vaccine 2
The hypothesis will be
Ho:- proportion of people staty healthy after taking vaccine one is same as for vaccine two
Vs
Ha :- proportion of people stay healthy after taking vaccine one is greater than that for vaccine two
I.e.
Ho:- P1 <= P2
Vs
Ha:- P1 > P2
I.e
Ho:- P1-P2 <= 0
Vs
Ha:- P1-P2 > 0
So here we have used the right tail.
