I want to say to Rick that Question is about choosing an idependent agency out of FTC, EPA, GAO, SEC, etc.then tell how president should have the greater authority to manage the federal government. I agree that you give good efforts to explain the functioning of all these independent agencies but i think main question is remain unanswered. I can not find the role of president in your response. I would say president is the top position in our country and he was granted these authority by our consititution.
Like you said that FTC create laws which protect commerce and consumers from unfair practices and companies from unfair competition then it also require heads like commissioners who can manage or lead the agency. President is the person who is given authority to choose commissioners so that commissioners are qualified and worthy for the position. They are chosen based on thier experience, qualification by president while consulting with senate because president has presidentail power and federal government is his territory to manage. President requires to show that he is using his authority in right way and better administration and management of federal government.
