International relations involve studying how states relate to each other, trade organizations, and international organizations. In contrast, foreign policy aims at managing the relationships with the countries that they collaborate with various exchange programs. The relations involve interested societies and groups, bureaucracies, and political parties. When countries get into an international agreement, the formulated idea is meant to benefit the countries involved in several ways (Jurdem, 2018). George Washington's farewell speech provided advice to the country on foreign relations in 1789 that remained relevant up to date; he stated that "avoid entangling alliances."

Immediately after the Second World war, the U.S. embarked on ensuring that communism did not spread past the countries already dominated by communism policies. The cold war resulted in the warring relations between the Soviet Union, which championed communism policies, and the United States, a capitalist-dominated state. The U.S. collaborated with other international partners to promote human rights and democratic values. The nation's foreign policy ensured the state maintained access to essential resources and dominated the accessible markets in the whole World. The U.S. market interests were to be passed from the domestic to international market places and facilitate economic advancement around the globe. The policy also aimed at retaining the balance of power, which meant that none of the states or regions was more powerful than the other. The Americas considered world peace to be dependent on Europe's stability; if Europe was successful, the whole world was at peace (Jurdem, 2018).

One of the core tenets of international relations theory holds that the international system is anarchic, as it lacks an overarching sovereign authority to govern relations among states. Is this still the case today, with respect to global economic affairs? Or have institutions such as the WTO, IMF, World Bank, and EU created an effective governance structure such that global economic interactions no longer occur in a truly anarchic environment?
