The first positive change in the law enforcement system is to make a system of rule by law where laws are equal for everyone and it makes everyone to be responsible and accountable in the light of laws made under the constitution. For example, a court of law in the USA can also cancel the executive orders, passed by the president. Or, a US incumbent president can also be impeached if he violates the law. Hence, law enforcement works and it is for everyone. The second positive change is that it helps establish civil rights and prevent discrimination of different nature in the organization. It has empowered people who are discriminated on the basis of race, sex, color and se-xu-al orientation among the others.  

The most negative change is the creation of a huge number of laws that makes law enforcement to difficult where one law can be find in contradiction of the another law. Further, it makes people to fear and hesitate because one or the another law will come and catch him. So, people find it difficult to deal with the laws.
