The main concern for controlling (like china) population was that such population may outpace economic development, & bring social challenges for environmental & natural resource.
Difficulties for managing the one child policy are associating largely with Traditional Factors. People like Confucianism supported that many children bring many happiness. Farmers needed more children for work on field. Moreover, according to culture of China that also persists in modern days that sons live with parents & daughters leave to live with their husbands, people require having more sons. That also brings difficulties in introducing & regulating law.
It is good to have policy like one child policy but enforcement of law is not good. We may argue people & teach them beneficiaries of controlling population. Most important fact that can improve such awareness is education. First, the country that wants to apply such rule, educate people, & bring nationalism & patriotism in them. Secondary, it is not way of controlling any situation. People are not government’s savages. They may live freely in independent country. Therefore, now when China requests to have more than one child is looking good rather than enforcement of law for two-child policy.
