A project manager needs to have a proper project plan on the basis of the deliverables and the resource available. The project manager should not be too optimistic about setting the timelines and committing a deadline for a project. There can be various developments, contingencies or new information or knowledge because of which the scope of the project might change or expand. Such a change of expansion of project plan might necessitate more time to complete the project. Therefore, a project manager needs to be less optimistic and be more realistic to set project deadlines.
Also, a project manager needs to schedule project activities and allocate resources in an efficient way to optimize utilization of the available time. A project manager needs to charts (like Gantt chart) and quantitative techniques (like CPM and PERT) in order to schedule activities and allocate resources to utilize time and resources effectively.
