Create an outline of a plan of action that will elevate any city in Metro Manila among the leading global cities in the world. The plan must be divided into three aspects - political, economic, and social. The plan must be realistic and can be practically achieved in the next 20 years.

In order to become leading global city, it has to make changes in 3 most important areas of the economy.

These three areas are political, economic, and social.

POLITICAL: The city has to make following changes/ improvements in political aspect:

• There should be a stable political system in the country.
• Policies and rules of the government should be based solely on the welfare of the society.
• Government should be just and fair in its dealing.

ECONOMIC: The city has to make follow changes/improvements in economic aspect:

• Government has to ensure that there is no stagflation in the city.
• People of the city are employed and productive.
• Money supply should be handled carefully and maintained in the city.

SOCIAL: The city has to make following changes/improvements in social aspects:

• The people of the city should be educated and should be able to maintain a proper standaryof living.
• Interest of the society as a whole should be taken care of.
• Crime rates of the city should decrease.

Conclusion: this is the outline of a plan that will help any city in Metro Manila to become a leading global city in the world and YES, IT IS ACHIEVABLE IN THE TIME SPAN OF 20 YEARS AND MAY BE EVEN LESS!
